Organizational Setting

The Position:

The Technical Advisor–Population Dynamics will be responsible for giving technical support to the Population and Development Directorate (PDD) of the Planning and Development Commission (PDC) in strengthening evidence-based planning through the integration of population dynamics into national development plans, programmes polices and strategies in the country. S(he) will also act as a focal point in PDC on population related debates in multi-sectoral context and take part in the different forums on population in the country and will deliver in advancing the population-development nexus in the country in the limelight.

The Technical advisor will be located at the office of the Planning and Development Commission (PDC) and will work under the direct supervision of the Minister of the Planning and Development Commission with a second reporting line (which will be the Deputy Representative of UNFPA Ethiopia Country Office).

UNFPA is seeking candidates that will be instrumental in strengthening the capacity of the PDC/PDD with a view to ensuring that national development plans, policies, programmes and strategies are evidence-based and robustly informed by a thorough understanding of the population dynamics prevailing in the country.

The candidate will also provide support in putting the ICPD principles and commitments in the country in the limelight (in accordance with the commitments made during the Nairobi Summit of the ICPD25) and in the integration of the ICPD priority areas in national plans, policies, programmes and strategies.

Job Purpose:

The purpose of the assignment is to strengthen evidence-based planning through the integration of population dynamics into national development plans, programmes polices and strategies in the country to ensure that they are aligned with the 10 year Perspective Plan (2020-2030) and its accompanying plans, and the different continental and international commitments, while serving the needs of the underserved segments of the population.

Additionally, it will help the PDC/PDD for the integration of population variables into the SDGs framework, while localizing the SDGs at national level.

Main Tasks & Responsibilities

The Technical Adviser - Population Dynamics will be responsible for the following tasks:

Provide technical assistance to the PDC/PDD in playing its leadership role in the integration of population dynamics into the Home Grown Economic Reform, along with its implementation strategy,

Also provide support in putting the ICPD commitments in the country in the limelight (in accordance with the commitments made during the Nairobi Summit of the ICPD25) and in the integration of the ICPD priority areas in national plans, policies, programmes and strategies,

Provide technical support during the revision and implementation of the population policy of Ethiopia, including through ensuring the integration of ICPD priority areas in the policy as well as support regular assessment of its implementation,

Provide guidance/support for the roll out of African Roadmap on Harnessing the Demographic Dividend Through Investing in Youth to national and subnational levels through high level advocacy and coordinating cross sectoral collaboration,

Provide guidance to the PDC/PDD in the planning, design and implementation of programmes related to Population and Development (through the preparation of annual joint Work Plans) in the framework of partnership with UNFPA, including on follow-up on the timely reporting on the implementation of activities and utilization of released funds,

Analyze and interpret the political, social and economic environment relevant to population and development and identify opportunities for UNFPA support and Intervention,

Act as a focal point in PDC/PDD on population-related debates in multi-sectoral context and take part in the different forums on population in the country,

Assist the PDC/PDD in developing and documenting knowledge about current and emerging trends in the area of population and development issues (such as the demographic dividend, urbanization, migration, ageing, SRH/RR, etc.,) by analyzing programs, projects strategies, lessons learned, and best practices and share with management for use in knowledge sharing and planning future strategies.

Support in developing evidence-based policy papers and briefs on key emerging demographic drivers in the country and provide inputs for policy dialogue, technical assistance, and coordination and development frameworks.

Promote and coordinate population sensitization activities to relevant stakeholders, facilitate sound understanding of the population and development nexus, including through support in the organization of the annual commemoration of the World Population Day at national level,

Provide technical assistance to the PDC’s Perspective Plan Directorate for the integration of population dynamics into SDGs framework in the country, inter-alia SDG monitoring and reporting system, as well as for the proper alignment of the country’s SDGs framework with ICPD beyond 2014 monitoring framework,

Provide technical assistance and training to strengthen technical capacity the PDC/PDD in population data and researches, demographic analysis including data/evidence utilization and reviewing and updating related documents.

Identify technical assistance needs and coordinate relevant technical support,

Perform other tasks as may be assigned by the PDC/PDD

Qualifications and Experience

Education: 

 

Advanced/postgraduate degree or a Doctorate degree in Public Health, Population studies, demography, statistics or Social sciences. A PhD holder in any of these subjects shall be given a special preference.

 

Knowledge and Experience:

Minimum of 8 years or 4 years of experience in the design, implementation and assessment of population and development programs for Advanced/Postgraduate degree and Doctorate degree respectively.  

Knowledge and understanding of theories and concepts related to social science, public health,  demography, the demographic dividend and integrated development issues as they apply to population; familiarity with the ICPD Agenda, the Addis Ababa Declaration on Population and Development, relevant continental as well as global frameworks, human rights frameworks, etc.,

A strong experience in qualitative and quantitative data analysis, analytical, research and writing skills in the areas of Population and Development, sexual and reproductive health and rights, youth and gender issues is essential,

Substantial work experience in the field of programme planning and implementation in public sector or international organization,

Familiarity with the Ethiopian population dynamics, the population policy of Ethiopia as well as the government operational systems,

Familiarity with population and development data relevant databases, and data sources on the continent is a particular advantage,

Excellent organization, management and facilitation skills,

Fully proficient computer skills and use of relevant software and other applications e.g. word processing and Internet research. Knowledge of data analysis and processing software (such as SPSS, Stata, etc.,) as well as specialized population software (such as Spectrum/DemProj/RAPID and other modules) is an added advantage.

Languages:

Fluency in written and oral English is required. Knowledge of other local languages, is desirable.
