UNFPA’s Humanitarian Preparedness and Response Plan (HPRP) 2025 outlines the organization’s strategic priorities to meet the urgent sexual and reproductive health (SRH) and gender-based violence (GBV) needs of people affected by Ethiopia’s complex humanitarian crises. With more than 19 million people requiring humanitarian assistance—including over 1 million refugees—UNFPA aims to reach 1.9 million individuals in 2025 with life-saving SRH and GBV services across nine regions.
Building on the Humanitarian-Development-Peace nexus, the HPRP targets women, girls, and vulnerable communities through a combination of mobile health services, support to maternity waiting homes, clinical care for GBV survivors, and community outreach to prevent harmful practices such as child marriage and FGM. The plan also emphasizes protection, empowerment, and system strengthening by working through national and local partners and leading inter-agency coordination in the GBV Area of Responsibility and SRH Working Groups.
With a funding appeal of $38.1 million, UNFPA calls on partners to join efforts in delivering dignity, safety, and care—ensuring no woman is left behind, even in the most fragile settings across Ethiopia.
