Background Information
Job Purpose
Under the overall guidance of the Deputy Representative and with direct supervision of the Program Specialist for HIV prevention/Adolescent and Youth Development, s/he is responsible for supporting the Adolescent and Youth Reproductive Health (AYRH) programme and advocating for Sexual Reproductive Health & Rights (SRHR) and HIV linkages, with the overall aim of supporting the country in addressing barriers to efficient and effective linkages between HIV and Adolescent & Youth policies and services, increased access to and use of a broad range of quality integrated AYRH services including in humanitarian settings, as well as ensuring the inclusion of education, legal and gender dimensions in HIV prevention. S/he plays proactive role in the Joint UN Programme of support for HIV in the country.

Main Tasks & Responsibilities
Facilitate UNFPA’s engagement in coordination mechanisms related to HIV Prevention,Adolescent & Youth SRHR and HIV linkages in order to promote effective strategic partnerships
Provide technical support to national counterparts on Adolescent & Youth SRH&R and HIV linkages and maintain regular information sharing with relevant stakeholders to keep them abreast of the current developments on the SRHR and HIV linkages trends, experiences, challenges and priorities related to targeted groups;
S/He supports the implementation of the Country Programme in delivering quality Adolescent & Youth SRRH and HIV Integrated information and services which is aligned with the UNFPA strategic plan, the business model and national policy framework.
S/He furthers the UNFPA mandate on Adolescent & Youth SRHR, HIV Prevention, linkages and integration within the Joint UN Team on HIV/AIDS and other platforms
Facilitates integration of HIV/AIDS and condom programming with other SRH interventions including family planning and management of sexually transmitted infections.
Provides support and act as a focal point to create nexus between humanitarian and development settings for Adolescent & Youth SRHR and HIV/AIDS interventions.
In collaboration with the humanitarian unit at the CO, provides support for MISP implementation in humanitarian settings with special focus on Adolescent and Youth SRHR interventions
Supports the Country Office and the Government in mainstreaming human rights in HIV/AIDs and condom programming.
Provide technical backstopping to Regional Programme Officers as required in the areas of HIV/AIDS and Adolescent Reproductive Health
Participate in the planning and implementation of capacity building activities at central and regional levels.
Assist in national and regional advocacy efforts in the area of HIV/AIDS, AYRH and STIs with particular emphasis on contraception/FP services
Provide technical support in scale up and integration of Human Papilloma virus (HPV) with other adolescent and youth reproductive health programmes
The incumbent evaluates the soundness of strategies developed in the areas of HIV and SRH linkages and integration in the context of national strategies and standards and advises the country office management and national counterparts accordingly.
S/He supports the country office efforts to create and document knowledge about current and emerging, SRH/HIV integration and linkages by analysing programmes, projects, strategies, approaches and ongoing experiences for lessons learned, best practices, for use in knowledge sharing and planning future strategies.
Advise the office on issues regarding SRH/HIV in the context of the National HIV/AIDS Strategy, HIV Policy, Youth policy and other national HIV related strategies
Analyzes country situation to identify opportunities for programme development, draft proposals, formulate and implement work plans
Represent the Country Office as required in technical meetings related to HIV/AIDS, PMTCT, STI, HPV and other related policies and programs with relevant sectoral offices and development partners.
Substantively contribute in the Joint UN HIV/AIDS Prevention Implementation task force, SRH/HIV Integration and other related TWGs.
Monitor specific stages of projects/programme implementation and write periodic reports
Undertake other activities as assigned by the immediate supervisor and/or by the senior management of the country office.
The incumbent:
Establishes and fosters harmonious working relationship with senior management, her/his supervisor, other programme officers, and subordinates
partners with officials of implementing partners particularly to Federal and Regional HIV/AIDS Prevention and Control Offices (HAPCOs), Federal Ministry of Health (FMOH) and Regional Health Bureaus (RHBs), Universities, local and international NGOs working in area of SRH/HIV Integration , and other organizations to advocate for and ensure implementation of the International Conference on Population and Development Plan of Action (ICPD POA) that pertains to HIV prevention and AYRH.

Qualifications and Experience
Education:
MSc/MA in Health, public health, Social sciences, behavioural sciences, social work, & social psychology. Public Health qualification is preferred.
Knowledge and Experience:
Minimum of 2 years progressive experience in the area of HIV/AIDS and Adolescent and Youth Development at technical level. Field experience is highly recommended. Previous UN/NGO experience is preferred
Languages:
Proficiency in English and working knowledge of any other UN language is an advantage.
Other desirable skills:
Proficiency in current office software applications.
