UNFPA has been part of the development of the national HIV/AIDS Strategic Plan - SPM II (2010/11 - 2014/15) which places due emphasis to HIV prevention and most at risk populations.

UNFPA is also positioned in and is a member of key national task forces like planning and monitoring and evaluation advisory groups.

This area of focus calls for effective partnership as evidenced by the existing joint programme of UNFPA-UNICEF supported by NORAD but with full ownership by government and communities.
