Organizational Location: The Census Communication Expert will be based at CSA office in Addis Ababa, Ethiopia with frequent travel to other regions of the country. The Census Communication Expert will work under the overall supervision of the UNFPA Representative and Director General CSA, and work under the supervision and direction of the Deputy Director General, Population and Vital Statistics of CSA and the Chief Census Technical Adviser

Job Purpose

The Federal Democratic Republic of Ethiopia is making preparations to conduct the fourth national Population and Housing Census (PHC) in 2017 (the previous censuses were conducted in 1984, 1994 and 2007). The main goal of the 2017 Ethiopia Population and Housing Census is to contribute to the improvement of the quality of life of Ethiopians through the provision of current and reliable data for development planning, policy formulation and services delivery as well as for monitoring and evaluating population programmes. It will also form the basis for updating electoral constituencies in preparation for general elections. To entrench the census process in the national development framework it is not only essential that all persons in the country are informed of the census processes - importance, methodology, topics, activities, and timing – but also their roles in the general scheme of things. The public sensitisation strategy should include a general appeal for public co-operation and participation. Advocacy work need also be undertaken among various stakeholders. Accordingly a communication strategy has been developed with UNFPA support to mainstream publicity and advocacy activities in the implementation of the 2017 PHC implementation. A key recommendation of the strategy is to establish a publicity and advocacy sub-committee at CSA head office to oversee and coordinate implementation of publicity and advocacy related activities countrywide. In this regard, the communication strategy recommended hiring a Census Communication Expert to provide technical assistance and oversight towards effective implementation of the strategy during the peak census implementation period.

Major Tasks / Responsibilities: 

a) Provide overall technical assistance and oversight to ensure successful implementation of Ethiopia 2017 PHC Communication Strategy;

b) Review and finalise the communication strategy;

c) Support the design and development of publicity & advocacy materials for census related activities;

d) Support the organization of newsworthy events and coverage by mainstream, community and folk media;

e) Prepare press kits, statements and releases, organize press conferences and briefings to educate, sensitize and inform the media, public and all stakeholders about census activities;

f) Organize and facilitate media personnel and key stakeholders workshops on the implementation of census related activities;

g) Prepare, mount and oversee an effective enumeration countdown campaign, with special focus on marginal areas and hard to reach/enumerate populations;

h) Build strategic partnership to leverage support for enumeration related activities;

i) Any other tasks as may be deemed necessary by the DG of CSA and UNFPA Representative, or their authorised representatives.

Expected Outputs / Deliverables:

  •  Inception report.
  •  Revised census communication and resources mobilisation strategy.
  •  Short term communication packages to support the following activities: -

               - Main enumeration countdown ; Post enumeration survey (PES); -

                - Launch of census results.

  •  Workshop reports
  •  Census results advocacy and dissemination guidelines for: -
  • Media

       - Key stakeholders

       - Schools - etc

Working Relations: The census communication expert will work closely with the national Census Communication Committee and other communication committees countrywide, Chief Census Technical Adviser (CTA) and other subject-matter experts, national leaders, key stakeholder institutions, and the Media.

Qualifications and Experience

a) At least Master’s degree in communication and/or journalism, or related fields of study; and additional trainings in social sciences is an advantage.

b) At least five (5) years relevant working experience in design/development of public communication materials and programmmes.

c) Proven experience in successful implementation of large scale public awareness creation and sensitization programmes (e.g. surveys, immunization campaigns, religious or community activities/programmes).

d) Reasonable familiarity with and understanding of government administrative structure and development priorities and programmes.

e) Good oral communication and interpersonal skills, and fluency in spoken English and Amharic languages; any other local language is an added advantage. Duration and Remuneration: Twelve (12) months- (July 2017 to June 2016), full-time. The Census Communication Expert will be paid UN standard fees commensurate with his/her qualifications and experience. All operational expenses related to the assignment will be covered by UNFPA.

Reporting and Supervision:

The primary location/station is the CSA headquarters in Addis Ababa, Ethiopia. Frequent travel outside Addis Ababa (but within Ethiopia) may be expected. The Director General of CSA will be responsible for the Communication Expert’s execution of the TORs and for the overall supervision of any tasks related to this activity and the overall output. The Census Communication Expert will work directly with the CSA Publicity and Advocacy sub-committee and the CTA in the daily execution of his/her tasks. The UNFPA Representative will be responsible for the administrative arrangements related to the Communication Expert’s recruitment, remuneration and facilitation of operational expenses associated with the execution of the agreed TORs
